Should I learn Intune or Configuration Manager first?

Learn whichever your target employers mention in their postings. Intune shows up more for cloud-managed offices, while Configuration Manager is still common in larger, older environments. The concepts carry over, so the first one makes the second easier.

Can I practice these skills without a job in IT?

Yes. Build a home lab with an old PC or a free hypervisor, install Windows Server, create a small domain and join a virtual laptop to it. Microsoft offers a free developer tenant for trying Intune, which gives you real policies to talk about in an interview.

How much scripting does a desktop tech really need?

You can get hired with none. You'll get promoted faster with enough PowerShell to automate the fixes you do every week, and to read someone else's script before you run it.
